NCAA ADVANCES TRANSPARENCY WITH CHARTER OPERATION SYSTEM( COS) image

The Nigeria Civil Aviation Authority (NCAA), on 25th February, 2026, hosted Avitech at its Corporate Headquarters in Abuja for a strategic presentation on the proposed Charter Operations System (COS).

The meeting, convened by the Director of Air Transport and Regulations (DATR), Mrs. Olayinka T. Babaoye-Iriobe, focused on introducing a technology-driven solution designed to enhance the management and monitoring of charter flight operations across Nigeria.

The Charter Operations System (COS) is a centralized digital platform developed to streamline and modernize charter flight administration nationwide. It is structured to provide real-time monitoring of charter flight operations, establish a centralized database for operators and regulators, automate invoicing and billing processes, facilitate automatic computation of the statutory 5% Charter Sales Charge, improve regulatory oversight, transparency, and operational efficiency.

The DGCA, Capt Chris Najomo, emphasized that the implementation of the COS would significantly improve productivity within the directorate while ensuring compliance with regulatory requirements. 

He noted that the system would foster transparency and keep all stakeholders properly informed of operational activities within the charter segment of the aviation industry.

On that note, Capt. Najomo directed that a broader stakeholders’ engagement session be organized by the Directorate of Air Transport and Regulation (DATR) to provide an opportunity to educate operators and other relevant industry stakeholders on the new system, ensuring smooth adoption and effective implementation.

NCAA Management team present included Director of Finance and Accounts, Mr. Olufemi Odukoya, and staff members of the DATR.
