Dr. Iteke Ifeanyi Chukwunonso
Dr. Iteke Ifeanyi Chukwunonso, the General Manager, Air Operator Certificate & Surveillance (AOC&S) was born on 29th April, 1967.
His educational journey started at Community Secondary School, Nando Oyi Local Government Area in Anambra State, Nigeria before proceeding to Odessa Polytechnic Institute, Odessa, Ukraine for Russian Language Proficiency Certificate.
Dr. Iteke later attended Riga Technological University of Civil Aviation, Riga, Latvia for his Bachelor of Science (B.Sc.) and Master of Science (M.Sc.) in Technical Maintenance of Aircrafts and Power-Plants (Aeronautical engineering).
He also attended Moscow State Institute of Steel and Alloys, Moscow, Russian Federation for Doctorate Degree (Ph.D) in Technical Sciences (Technology of Electrochemical Processes and Prevention against Corrosion).
Dr. Iteke post-graduate experiences started as Research Assistant/Doctorate Degree student at Corrosion Department, Faculty of Physical Chemistry, Moscow State Institute of Steel and Alloys, Moscow, Russia in Y2000. Before joining NCAA, he worked as a Senior Quality Assurance/Planning Officer with Harka Air Services Nig., Ltd. MMIA, Ikeja, Lagos; as an Aircraft Maintenance Engineering (AME) Instructor/Acting Head of Airframe Department at the Aircraft Maintenance Engineering (AME) School of the Nigerian College of Aviation Technology, Zaria.
He joined Nigeria Civil Aviation Authority (NCAA) in May, 2006 as Aviation Safety Inspector (Airworthiness) and rose through the ranks to become an Aviation Safety Inspector (Assistant General Manager) in the Directorate of Airworthiness Standards of the Nigerian Civil Aviation Authority and National Coordinator, State Safety Programme in the Office of the Director General.
His other outstanding achievements are ICAO Qualified Instructor for the Government Safety Inspector (GSI) – Airworthiness Course Air Operator and Approved Maintenance Organisation Certification (GSI-AIR-18701); led the SSP Unit in accomplishing the SSP Gap Analysis and the implementation of several aspects of the SSP requirements that moved Nigeria from Level 0 to Level 3 on the ICAO Dashboard; and ICAO certified Safety Management Systems (SMS)/State Safety Programme (SSP) instructor.
He also delivered instructions to Flight Standard Group officers of the CAA; Government Safety Inspector (Airworthiness) certified instructor provided training for more than 100 (Nos.) Airworthiness Officers from the NCAA and the West African Region; Nigerian Member on the ICAO Safety Management Panel (SMP). Previously served as an Advisor to the Nigerian member to the SMP; Member of the Safety Risk Management Sub-Group of the SMP; Developed the Aviation Safety Inspector SMS Competency Course; and participated very actively in the successful ICAO Universal Safety Oversight Audit Programme (USOAP) audit of 2006 and 2016.
He was a core member of the NCAA team during the 2010 Federal Aviation Administration (FAA) International Aviation Safety Audit (IASA) Category I certification of Nigeria; core member of the NCAA team during the Federal Aviation Administration (FAA) Aviation Safety Audit (IASA) Category I Recertification of Nigeria: April-July, 2014 and in August, 2017; designated as one of the Deputy National Continuous Monitoring Coordinators; National Coordinator, Nigeria’s State Safety Programme (SSP); formerly the Special Adviser to the Director General on Technical Matters (2014-2017); and Nigeria’s Focal Point to the African Civil Aviation Commission (AFCAC).
In addition, Dr. Ifeanyi Iteke holds aviation professionals licences such as Nigerian Civil Aviation Authority Aircraft Maintenance Engineer’s License on Cessna C-172 and Lycoming Power-Plant E-320 - Airbus A340-500/600 (Restricted to Safety Oversight Responsibilities only).
In course of his sterling career, he has attended professional courses too numerous to mention both in Nigeria and Abroad. They included but not limited to Basic Pressurized Airframe Course, Aero-Bristow Training School, Ikeja, Lagos; De-Havilland DHC-6 and PT6 Power-Plant Maintenance Initial Course. His scientific achievement stem from his doctorate research work which is presently being applied at the Airworthiness Centre of the National Research Institute of Civil Aviation, Moscow, Russian Federation for diagnosis in changes to aircraft material (Steel and Aluminium alloys) structure to predict the pre-critical conditions before catastrophic defects/cracks develop. Beyond its use in determining the causes for loss of structural integrity in these materials, it has also been recommended to different airlines for use at different checks as a non-destructive testing method. Also to his credit are academic publications, awards and scientific achievements publications numbering over 12 publications on aircraft material (aluminium alloys and steel) degradation due to functional loading and environmental factors in different Scientific Journals and Conference Proceedings.
His professional memberships include Royal Aeronautical Society (MRAeS), National Association of Corrosion Engineers (MNACE), Nigerian Society of Engineers and Council for the Regulation of Engineering in Nigeria (COREN).
Dr. Ifeanyi Iteke is fluent in (Spoken and written) in English, Russian and Igbo Languages. And he is happily married with children.
