Dr. Joyce Daniel Nkemakolam
- Director Aerodrome and Airspace Standards
Dr. Joyce Daniel Nkemakolam was born on the 20th day of June 1954 in the ancient town of Arochukwu, Abia State.
He attended the Aggrey Memorial Secondary school Arochukwu from 1967- 1971 and rounded it off at the Abakaliki High School in the present day Ebonyi state from 1972-1973
He joined the Civil Service in the year 1979 under the Federal Ministry of Aviation where he went to the Nigerian College of Aviation Technology, Zaria, between 1979-1981 to bag his Diploma in Aviation (Air Traffic Control) in 1981.
He then went further to obtain Air Traffic Control Aerodrome / Approach Rating in 1982, Air Traffic Control Approach Radar Rating in 1987, Air Traffic Control Terminal Approach Radar Rating (1989), Air Traffic Control Simulator Training Design Cert. (1992), Masters Degree in Transport Planning (1999), Aeronautical Search and Rescue Cert. (2000), Air Traffic Control Area Airways Cert. (2001),
Other professional qualifications include: ICAO PANS OPS Instrument Procedures Design (2003), Integrated Safety Management System, Achieving World Class Safety Standards Cert. (2004), ATS Resources Management and Training Cert (2005), Aircraft Accident Investigation Cert. (2005), Area Airways Radar Control Cert (2006), ICAO Airport Emergency Planning cert. (2006), Area Airways Radar Control Cert.(Nigerian Airspace) in 2008, Aircraft Accident Investigation Techniques and Management Cert.- (2010), Managing the Safety Oversight function Cert. (2010), Aviation Safety Management program (2011) and Geographic Information System (GIS) training Cert. in 2012 amongst others.
Mr. J. D. Nkemakolam was a Duty Air Traffic Control Officer in Kaduna Airport from 1981 to 1986 and also a Duty Air Traffic Control Officer MMIA Lagos 1986-1990.
Between 1990 and 1996, he was an Approach radar Instructor at the Nigerian College of Aviation Tech. Zaria; was Duty Controller / Shift Supervisor MMIA Lagos (1996-1999), Head of Unit Air Traffic Management NCAA HQ. (2000-2002), Head of Air Traffic Services Unit NCAA HQ. (2002 – 2008 September), Head of Air Navigation Standards Dept. of DAAS, NCAA HQ. (2008 October – 2010),
He was NCAA Port-Harcourt Regional Manager between 2010 - 2012 (October), Director Aerodrome and Airspace Standards (October 2012 - June, 2014 when he retired).
In September, 2014 he was re-absorbed into the system to take up the position of Ag. Director Aerodrome and Airspace Standards, where he is still serving till date.
With regards to Professional Association Membership, Mr. J. D. Nkemakolam was the National President Nigerian Air Traffic Controllers Association (NATCA) between 2000 and 2006, and also a Member of the Nigerian Institute of Management since 2003.
He was as well a member of the African Indian Ocean (AFI) region Reduced Vertical Separation Minima (RVSM) Implementation Programme Monitoring Team (PMT). This project was designed to enhance the capacity utilization of the Nigerian Air Space amongst other benefits and was successfully implemented on 25th September 2008 in the AFI Region as approved by ICAO.
He Chaired the D-8 Working Group on Civil Aviation and Director Generals Conference in Bangladesh in June 2013.
He is a team player, cool headed and an amiable gentleman.
He is happily married with children.
