- Legal Adviser
Mr. EMMANUEL DUBEM CHUKWUMA is the Legal Adviser and Head, Compliance and Enforcement, with responsibility for handling the Authority’s legal matters, regulatory compliance and legal enforcement actions. He is the focal person for the implementation of the Freedom of Information (FOI) Act in the Agency and the Chairman of the Anti-Corruption and Transparency Unit (ACTU).
A two-time Attorney General and Commissioner for Justice of Anambra State (December 2006- March 2010; April 2010- May 2012). Mr. Chukwuma was formerly a Special Assistant on Legal Matters to a former Minister of Aviation.
He attended the Federal Government College, Enugu, obtaining the West African School Certificate (WASC) in 1977. Thereafter he proceeded to the Federal School of Arts and Science, Ogoja, Cross River State, for the Higher School Certificate (HSC) in Science but left in 1978, upon gaining admission into the University of Nigeria, Nsukka (UNN) to study Law at the Enugu Campus. He graduated with an LL.B (Hons) in 1982 and was called to the Bar in 1983. Mr. Chukwuma also holds a Diploma in International Air Law.
As Attorney-General and Commissioner for Justice, Mr. Chukwuma was the Chief Law Officer of Anambra State. He advised the State Government on all legal matters and supervised the State Ministry of Justice. He was also in control of criminal prosecution in the State. Prior to his appointment as Attorney-General, Mr. Chukwuma was in private legal practice.
Since coming into the aviation regulatory environment in 2013, Mr. Chukwuma, has further equipped himself with the knowledge and skills necessary for the effective discharge of his duties as Legal Adviser by attending several aviation law courses, seminars and workshops. His paper on the subject of Litigating Air Carrier Insurance Liability and Related Matters: The Regulator’s Perspective, presented at the Seminar on Aviation Law for Judges and other Stakeholders in July, 2014 was well received by the participants.
Emmanuel Dubem Chukwuma was a member of the Committee that produced the National Civil Aviation Policy 2013 and took part in the review of the Civil Aviation Act 2006. He was Team Lead (Legal) for the ICAO USOAP Continuous Monitoring Audit (CMA) of Nigeria 2016 and member NCAA FAA CAT 1 Re-certification Team, 2014. At the 39th ICAO Assembly, 2016 Mr. Chukwuma was elected and served as 3rd Vice- President of the Legal Commission.
A member of both the Nigerian Bar Association and the International Bar Association, (African Regional Forum, Aviation Law Committee, Space Law Committee, Forum for Barristers and Advocates), Mr. Chukwuma was at various times Publicity Secretary, Secretary and Chairman of the NBA Onitsha Branch and member of the National Executive Committee (NEC) of the NBA.
